Create a method of adding custom building lists that we can build special pricing for.

Right now we are using the service capability building level and pricing tier as a data point for the CPQ to key off of. This is a data management issue, and doesn't work for off-net locations. We'd prefer to have something at the building level.

Suggested method: Model the CPQ Plan Pricing Tier object that was previously used for zColo CPQ. This object has not been enabled for other products.
